Dr Darshan Singh Bal, popularly known as Dr D S Bal is born and brought up in village
Jhalmala, Raigarh Odisha Road, about 10 kilometers from Raigarh. He took his primary
education in Jhalmala itself and middle education from Mahapalli (Loing). He had his Higher
Secondary education from Government Multipurpose Natwar Higher Secondary School
Raigarh, passing with 1 st Division Honors, 16 th position in the merit list of undivided
Madhya Pradesh in the year 1962.
Dr. D S Bal, graduated in Mechanical Engineering with honors in 1967 from Government
Engineering College (now NIT) Raipur; obtained his degree of Master of Technology in
Machine Tool Design from IIT Kharagpur in the year 1973 and Ph.D. in Mechanical
Engineering from Pt. Ravishankar Shukla University, Raipur in 1985. He joined the
Department of Technical Education of undivided Madhya Pradesh in 1967 as lecturer in
Mechanical Engineering at Government Engineering College Rewa and retired as Director of
Technical Education, Government of Chhattisgarh after serving the department in various
capacities, Professor of Mechanical Engineering, Principal of Engineering Colleges and
attaining the superannuation age of 62 years in April 2009. He is the founder Director of
National Institute of Technology Raipur and founder Principal of Vishwavidyalaya
Engineering College, Surguja Vishwavidyalay Ambikapur in North Chhattisgarh. As Director
of Technical Education he was also the Nodal Officer of IIM and IIIT at Raipur during the
incubation period of these institutes. He also served as principal of Government Engineering
College Jagdalpur, Raipur and Kirodimal Institute of Technology Raigarh, He has served,
after his retirement as Director/Principal in Private Engineering Colleges of Chhattisgarh. Dr.
D S Bal was the Chairman of the State Level Environment Impact Assessment Authority,
Chhattisgarh, appointed by the Ministry of Environment, Forests and Climate Change,
Government of India from February 2015 to January 2018.
Dr. Bal has to his credit more than 25 research papers published in National and International
Journals. He is the recipient of the prestigious President of India Prize for one of his research
papers adjudged best and published in the journal of The Institution of Engineers(I). He is a
recognised Research Supervisor of Chhattisgarh Swami Vivekanand Technical University
and Pt Ravishankar Shukla University, Raipur. He has successfully guided 10 candidates for
Ph.D./ ME (by research) in Engineering and Management disciplines.
He has been appointed as chairperson of more than 10 visiting teams of experts by National
Board of Accreditation, an autonomous body of AICTE, for accreditation of engineering and
management programmes in various technical institutions of the country. He has been
Chairman of Standing Hearing Committees and Standing Appellate Committees for approval
of Programmes of Technical Institutions of the Country. He has been the Chairman of
selection committees for Principal/faculty members for technical institutions affiliated to
CSVTU under statute 19, and for science, arts and B.Ed colleges affiliated to Bilaspur
University under statute 28. He is recognised expert in the selection committees of CG Public
Service Commission .
Dr. Bal has chaired twice the Award Selection Jury on Conservation of Energy in Cement
Industry jointly organised by Madhya Pradesh and Chhattisgarh Cement Manufacturers’
Associations in 2008 and 2010. He was also appointed as competent person by the
undivided MP Government to conduct an inquiry into an industrial accident occurred in
Jindal Steel and Power Ltd. Raigarh killing four labors in a flood of hot fly ash in 1993.
Dr. Bal has been devoting much of his time, apart from teaching and research, towards social
service through National Service Scheme and by association with many social and cultural
bodies. As Programme Co-ordinator and Programme Officer of NSS he has organized 15
college level camps, 2 university level camps and 2 state level camps successfully. His main
focus, in addition to other activity of NSS, has been creating awareness among students and
villagers for protection of environment and ecology through the use of non-conventional
energy sources.
He has delivered talks on radio and television on various topics of literary, scientific,
technical and philosophical subjects. He is Co-editor of the autobiography by Pt. Lochan
Prasad Pandey, a well-known figure of literature and archaeology of Chhattisgarh.
